I don’t see rain in Middle East. I need controlled rain in a way it does not destroy the cities. But sufficient to fill up rivers, lakes, seas, and marshes. I also need planning for moving towns and cities and building roads which are in river beds a new on other pathways. We can also carve out another path of river but all must end at deserts. Thus it rains or do I have to continuously enforce these? Since I can also hit you in the head with Hurricane and then you cry and becomes rains.
